opinion of the Chief Justice to have any weight with Your
Excellency, and yet with regard to the most important part of
the Deputy Registrar's work, the Chief Justice is the only
person interested, and the only person who knows anything
about the question of fitness for the post.

When I discussed the question with Er. Kemp
he told me that he had overlooked this point, assuming that I
should be consulted; and I confess to being at a loss to under-
-stand how he can have strongly recommended Mr. Melbourne, for
in all the conversations I have had with him, he has told me how
doubtful he felt upon the matter.

However this appointment has been made, and
I can only say that I consider it as one most seriously detri-
-mental to the public good. Mr. Helbourne is absolutely unfit
for the post; and I informed Mr. Kemp that should he recommend
him I should decline to allow him to act in Court.

Although he has had some experience in the
work he is hardly competent to administer an oath intelligibly
to a witness. On a recent occasion in reading to the Jury an
indictment of four lines at a trial for murder, he read it as
charging the deceased with the crime, and hardly knew how to
correct himself. He is the officer moreover whom I discovered
reading a novel in Court, to which I refered in one of my
letters
